2023 Comprehensive Plan Update

Alamosa County is updating our Comprehensive (Master) Plan

Comprehensive Planning seeks to engage community residents and stakeholders in a process of future-thinking - to determine what values and resources are important, determine priorities among competing needs and interests, and establish a framework of goals and actions to aid current and future decision making. Such effort assesses the current physical, social, and economic environments to establish a baseline community identity, builds community capacity, and informs adaptation / mitigation. Per statute and our planned approach, Alamosa County will include thoughtful analysis and conversations around attainable housing, economic development, social justice and equity, the planned expansion of the City of Alamosa and its overlap with infrastructure and development paradigms. Most importantly, as nothing can happen in the SLV without legally and physically adequate water supplies, a primary focus of our update will be a deep dive into water issues, building on 2022 Growing Water Smart.

Process Overview

Optional Pre-bid Conference Date: Tuesday August 22, 2023
A representative of all interested firms is encouraged to attend this optional pre-bid conference, Tuesday August 22, 2023 at 1:00 p.m. Mountain Time at the County Administration Building, 8900-A Independence Way, Alamosa, CO 81101. Attendance is also available by Zoom with meeting ID 270 314 6874. Representatives of the County will provide answers to all questions submitted by the deadline, discuss the scoring metric, and be available to answer additional questions regarding the RFP.

Proposal Due Date: Friday September 22, 2023
Interested firms should submit six (6) sealed printed copies and one (1) digital copy (in a single pdf file) of the proposal to:

Proposals are due on or before Friday September 22, 2023 at 4:30pm. All proposal packages must be sealed and have “RFP 2023 Comprehensive Plan Update” clearly marked on the outside for easy identification. Proposals may be hand delivered or mailed but must be received prior to the submission deadline at the address listed above. Any proposals received later than the submission deadline will not be accepted or considered. Emailed or Facsimile (FAX) transmissions will not be accepted. The County will not be responsible for late submission caused by the postal service, other carriers, or any other delivery problems regardless of the reason.
